(12月29日)スペインとポルトガルの2011年国債発行計画

スペインとポルトガルが国債発行計画を発表した。両国は欧州財政危機の中で、ギリシャ、アイルランドに次ぐ財政問題国として市場から注目が集まっている。

スペイン財務省が発表した2011年の国債発行計画はスペイン語の文章しか見つからず、中身を翻訳して読もうとしても、翻訳が適切にできるとは思えないので、英語のニュースを参照する。スペイン政府は2011年の国債「総」発行額を938億ユーロ、償還額を除く「純」発行額472億ユーロとする。2010年の発行額はそれぞれ「総」発行額が945億ユーロ、「純」発行額が621億ユーロであるから、これらからそれぞれ減額されることになる。他方、短期債(残存年限1年以下)については既発債の償還との見合いで純発行額はゼロとなる。

また、ポルトガルの国債発行額についてはIGCP(公債管理機関)のHPで英語版の国債発行計画が掲載されている。英語版が出ているだけ、ユーザーフレンドリーだ。ポルトガルの国債純発行額は200億ユーロ程度となる。

The Ministry of Finance approved the proposal for the 2011 Financing Programme submitted by the Portuguese Government Treasury and Debt Agency (IGCP). This proposal was prepared following the approval by the Parliament of the Government’s Budget for 2011. The Financing Programme includes the main guidelines on the policy regarding the management of the direct Government debt and of the State Treasury’s cash balances.(財務省はポルトガル政府財務・債務機関(IGCP)が提出した2011年の公債ファイナンスプログラムの提案を承認した。この提案は、議会の2011年政府予算承認を受けて準備された。ファイナンスプログラムは、政府債務指針や国庫現金バランスの運営による主要な政策指針を含んでいる。)

1. Borrowing needs(借入要求額)

The borrowing needs of the central Government for 2011, to be met through the gross issuance of medium and long-term debt instruments and short-term net financing, are expected to be around EUR 20 billion.(2011年の中央政府の借入必要額は、中長期債の総発行額、短期債の純ファイナンス見合いで、だいたい200億ユーロになると予想する。)

3. Issuance of Government bonds (OT)(国債発行)

In 2011, the net financing of the Republic will once again be concentrated on the issuance of Government bonds (OT).(2011年の共和国純ファイナンスは、国債発行を中心に行われる。)

An amount of EUR 18 to 20 billion is to be met via the gross issuance of OT. One or two new OT series are expected to be launched during the year, with maturity and timing to be announced to the market in due time. As usual, the new series will be launched via a banking syndicate of a minimum EUR 3 billion with all Primary Dealers (OEVT) and will subsequently be reopened via auction. In addition to the launching of new OT series and subsequent reopenings throughout the year, other series may also be tapped with the objective of increasing their liquidity and size. The maximum outstanding amount of any OT series can be around EUR 10 billion.(180～200億ユーロは国債の総発行による。今年中に1種類か2種類の新銘柄の国債発行が行われ、その時期や満期については市場の状況をみて公表される。通常通り、新たな銘柄は銀行シンジケートや全てのプライマリーディーラーを通じ、続く入札ではリオープン(再発行)によって最小30億ユーロで発行される。国債の新銘柄の発行とリオープンに加え、そのほかの銘柄も流動性やその大きさを増加させるために再発行される。1種類の国債の最大残高はだいたい100億ユーロになるだろう。)

ポルトガルは３月時点で、今年の借入必要額は240億－250億ユーロと予想され、最大220億ユーロの国債発行を見込んでいると表明していた。

スペインが新たに472億ユーロ、ポルトガルが新たに約200億ユーロ、合計約670億ユーロ(約7.2兆円)を新たに誰が出してくれるのだろうか。ユーロの苦悩はまだまだ続く。
