(12月16日)ECBの資本増強等

ユーロ圏の財政危機が域内の金融不安につながることを阻止するため、ECBから様々な施策の発表が続いている。まず、ギリシャ、アイルランド、ポルトガルの国債をECBが購入していることに対し、資本の毀損リスクがあることから、増資が決定された。

The European Central Bank (ECB) has decided to increase its subscribed capital by 5 billion euro, from 5.76 billion euro to 10.76 billion euro, with effect from 29 December 2010. This decision was taken by the Governing Council of the ECB in accordance with the Statute of the European System of Central Banks and the ECB, as well as the Council Regulation No 1009/2000 of 8 May 2000 that foresees an increase in the capital of the ECB by up to this amount.(欧州中央銀行は2010年12月29日から資本を57.6億ユーロから50億ユーロ増やし、107.6億ユーロとすることを決定した。この決定は欧州の中央銀行とECBのユーロシステム法と、2000年5月8日の委員会法NO.1009-2000に基づき、ECBの政策委員会が決定した。)

その他、欧州システミックリスク理事会の設立が発表された。この欧州システミックリスク理事会が具体的にどのようなことを行うかは良く見えていないが、欧州は財政金融問題をまだ根深く抱えているため、引き続き注意が必要だ。

The legislation establishing the European Systemic Risk Board (ESRB) came into force today. The seat of the ESRB is in Frankfurt am Main and its Secretariat is ensured by the European Central Bank (ECB).(欧州システミックリスク理事会(ESRB)の設立に関する法律が本日実効となった。ESRBの本kひょはフランクフルト・アル・マインで、欧州中央銀行(ECB)が事務局となる。)

The ESRB is an independent EU body responsible for the macro-prudential oversight of the financial system within the Union. It shall contribute to the prevention or mitigation of systemic risks to financial stability in the Union that arise from developments within the financial system. The ESRB shall also contribute to the smooth functioning of the internal market and thereby ensure a sustainable contribution of the financial sector to economic growth.(ESRBは欧州委員会から独立した組織で、欧州連合内の金融システムをマクロ・プルーデンシャルに監督する責任を持つ。この組織は金融システムの進展から生じる金融の安定に対するシステムリスク防ぎ、緩和することに寄与する。ESRBは内部市場の昨日を円滑にし、それによって金融部門が経済成長に安定的に貢献することを確かにする。)

As foreseen in the legislation, the Chair of the ESRB is the President of the European Central Bank, Mr Jean-Claude Trichet. Mr Mervyn King, Governor of the Bank of England, was elected today as first Vice-Chair of the ESRB by the members of the General Council of the ECB. (法律によって示されるように、ESRBの議長は欧州中央銀行のジャン・クロード・トリシエ総裁で、ECBの総会によって英国銀行のマービン・キング総裁がESRBの筆頭副議長に本日選出された。)

The General Board of the ESRB will have its inaugural meeting on 20 January 2011. (ESRBの理事総会は2011年1月20日に創立会議が開かれる。)

12月16日（ブルームバーグ）：イングランド銀行（英中央銀行）のキング総裁は16日、金融規制改革の一環として設立された欧州システミックリスク理事会（ＥＳＲＢ）の副議長に任命された。

欧州中央銀行（ＥＣＢ）のこの日の声明によれば、ＥＣＢの一般理事会メンバーがキング総裁を副議長に選出した。ＥＳＲＢの議長には、トリシェＥＣＢ総裁が就任する予定。来年１月20日に初会合が開かれる。
