Statement by the Eurogroup and ECOFIN Ministers(ユーロ圏、欧州財務相理事会声明)
Ministers unanimously agreed today to grant financial assistance in response to the Irish authorities' request on 22 November 2010. Ministers concur with the Commission and the ECB that providing a loan to Ireland is warranted to safeguard financial stability in the euro area and the EU as a whole.(本日、財務大臣は、アイルランド政府が2010年11月22日に要請した金融支援要請に対し満場一致で合意した。財務大臣は委員会やECBとユーロ圏及び欧州連合全体の金融安定を保証するため、アイルランドに対してローン供与を行うことに合意した)
Euro-area and EU financial support will be provided on the basis of a programme which has been negotiated with the Irish authorities by the Commission and the IMF, in liaison with the ECB. Ministers welcome the staff-level agreement on a three year joint EU/IMF financial assistance programme for Ireland. Ministers unanimously endorse the measures announced today. Building on the strong fundamentals of the Irish economy, the programme rests on three pillars:(財務大臣は本日支援策について満場一致で承認した。アイルランド経済の強固なファンダメンタルズを確立するため、プログラムには3つの柱がおかれている。)
- An immediate strengthening and comprehensive overhaul of the banking system (銀行システム全体の即時包括的強化)
- An ambitious fiscal adjustment to restore fiscal sustainability, including through the correction of the excessive deficit by 2015(2015年までに急進した財政赤字を修正することを含んだ、財政の持続可能性のための野心的な財政改善)
- Growth enhancing reforms, in particular on the labour market, to allow a return to a robust and sustainable growth, safeguarding the economic and social position of its citizens.(国民に対し、経済社会情勢の保護や頑健で持続可能な成長に回帰する余地を提供するため、特に労働市場における成長強化のための改革)
The financial package of the programme will cover financing needs up to 85 billion euro, including 10 billion euro for immediate recapitalisation measures, 25 billion euro on a contingency basis for banking system supports and 50 billion euro covering budget financing needs. Half of the banking support measures ( 17.5 euro billion) will be financed by an Irish contribution through the Treasury cash buffer and investments of the National Pension Reserve Fund. The remainder of the overall package should be shared equally amongst: (i) the European Financial Stabilisation Mechanism (EFSM), (ii) the European Financial Stability Facility (EFSF) together with bilateral loans from the UK, Denmark and Sweden, and (iii) the IMF ( 22.5 billion euro each).(金融支援プログラムの枠組は、最大850億ユーロで、100億ユーロが即時資本強化、250億ユーロが銀行システムの偶発事象に備えた支援、500億ユーロが財政ファイナンス必要額をカバーする。銀行支援の半分(175億ユーロ)はアイルランドが国民年金や財務省の現金剰余金の充当によって賄われる。残りは以下の項目から均等に拠出される。(1)欧州金融安定メカニズム(FFSM)、(2)欧州金融安定ファシリティ(EFSF)と英国、デンマーク、スウェーデンからの2国間支援、(3)IMF。(それぞれ225億ユーロ))

Announcement of joint EU - IMF Programme for Ireland
The facility will include up to 35 billion euro to support the banking system; 10 billion euro for the immediate recapitalisation and the remaining 25 billion euro will be provided on a contingency basis. Up to 50 billion euro to cover the financing of the State. The funds in the facility will be drawn down as necessary, although the amount will depend on the capital requirements of the financial system and NTMA bond issuances during the programme period.(ファシリティは銀行システムを350億ユーロまで支援する。100億ユーロは資本増強のために即座に利用される。残りの250億ユーロは偶発的事象に備えたものに利用される。500億ユーロまでは政府の資金繰りをカバーするものである。ファシリティの基金は必要に応じて引き出されるが、それは金融システムが要求する資本や国債管理によってそのプログラム期間中に発行される債券などによって金額が決まる。)
If drawn down in total today, the combined annual average interest rate would be of the order of 5.8% per annum. The rate will vary according to the timing of the drawdown and market conditions.(仮に本日資金を引き出すとするならば、合計した金利は年率5.8％程度になる。この金利は市場の状況や引き出しのタイミングなどによって変化する。)
Fiscal Policy and Structural Reform(財政政策と構造改革)
The Ecofin has acknowledged the EU Commission’s analysis that a further year may be required to achieve the 3% deficit target. This analysis is based on a more cautious growth outlook in 2011 and 2012 and the need to service the cost of additional bank recapitalisations envisaged under the programme. The Council has today extended the time frame by 1 year to 2015.(欧州財務相理事会は、3％の財政赤字目標を達成するには(2014年から)、更なる月日が必要との欧州委員会の分析を理解している。この分析は2011年、2012年のより慎重な経済成長見通しや、このプログラムによって予測される銀行の資本増強における追加的な費用の必要額などに基づいている。委員会は本日、その時間フレームを2015年まで1年間延長する。)
The Programme endorses the Irish Government’s budgetary adjustment Plan of 15 billion euro over the next four years, and the commitment for a substantial 6 billion euro frontloading of this plan in 2011. The details of the Programme closely reflects the key objectives set out in the National Recovery Plan published last week. As part of the Programme, Ireland will discontinue its financial assistance to the Loan Facility to Greece. This commitment would have amounted to approximately 1 billion euro up to the period to mid-2013.(このプログラムの一部として、ギリシャに対するローン供与による金融支援を停止する。それは、2013年の半ばまでに大体10億ユーロを上限にした金額となっている。)
