(11月18日)ギリシャ2011年予算

ギリシャが2011年の予算案を発表した。財政赤字の下方修正などが相次いでいる結果、2011年も厳しい歳出削減を迫られると見られる。対GDP比の赤字は2009年の未曾有の15.4％から2010年は9.4％となりそうであり、2011年は歳出削減などを通じて7.4％まで改善させたいとの意向であるが、それでも財政事情は厳しい状況が続くようだ。

2011 Budget continues agressive fiscal consolidation effort.(2011年の予算も引き続き積極的な努力の強化を実施)

Aim is to reduce the deficit by 5 billion euro to 7,4 % of GDP in 2011.(2011年の財政赤字は50億ユーロ削減して対GDP比7.4％を目指す)

During 2010 deficit estimated to decline by an unprecedented 6 percentage points of GDP (from 15,4 to 9,4% of GDP).(2010年の財政赤字は対GDP比で前年の15.4％から9.4％に前例の無いほどの6％もの削減を実施したと見込まれる)

Despite the upwards revision of 2009 deficit and debt data by Eurostat, the 2010 deficit reduction exceeds that planned - 6 percentage points or over 14 billion euro, higher than the 5,5 percentage points initially planned.2011 deficit reduction is based on concrete measures cutting expenditures and increasing revenues totalling 14 billion euro.(欧州統計局によって2009年の財政赤字が上方修正されたものの、当初予定されていた対GDP比5.5％の財政赤字削減よりも大きい6％の財政赤字、金額にして140億ユーロを達成した。2011年の財政赤字削減は具体的手段による歳出削減や歳入の増加により、総額140億ユーロの赤字削減が計画されている。)

Μeasures include an increase in the lower VAT rate from 11 to 13%, a levy on highly profitable forms, cuts in government operating expenditures, a nominal pension freeze.(その手段には付加価値税の下限を11％から13％への引き上げや、高所得者への課税、政府の一般歳出の削減、名目年金の凍結(年金額の引き上げ凍結)がそれらの手段に含まれる。)

It also includes significant reductions in operational and wage costs of loss-making public enterprises, in health costs, defense spending and introduces means-testing for social benefits.
The economy is set to contract by 3% in 2011, slightly higher than the original 2,6% forecast, following a 4,2% decline in 2010.(また、公的企業の損失を生み出している運営や賃金費用、ヘルスコスト、防衛支出や社会保障などの負担も大きく削減することが含まれている。経済成長率は2010年が‐4.2％、そして2011年は事前に予想していた2.6％のマイナス成長から3％のマイナス成長へと下方修正になるとの前提を置く。)

The 2011 budget also includes measures aimed at jumpstarting economic activity, including a reduction in the tax rate of non- distributed corporate profits from 24 to 20%, as well as a reduction in VAT for the tourism sector from 11 to 6,5 per cent.(2011年の予算は経済活動のジャンプスタートを目指し、企業利益について24％の税率を20％とし、旅行に関する付加価値税を11％から6.5％に引き下げることも含んでいる。)

The 2011 budget is set in the context of a far reaching effort to remove structural impediments to growth which includes the opening of closed professions, restructiring public enterprises, combating tax evasion, overhauling the pension system, reforming the labour market, opening up product markets.
