(5月3日)ECB対ギリシャ適格担保要件の特例措置

前日のギリシャ金融支援の具体策実行発表に続き、5月3日にECBは適格担保用件について、通常のトリプルB格との基準を一時呈することを発表した。このギリシャ国債のみに許された特例を何時まで続けるかということについては発表は無い。

The Governing Council of the European Central Bank (ECB) has decided to suspend the application of the minimum credit rating threshold in the collateral eligibility requirements for the purposes of the Eurosystem’s credit operations in the case of marketable debt instruments issued or guaranteed by the Greek government. This suspension will be maintained until further notice.(ECBの金融政策委員会はギリシャ政府が発行または保証した市場性債務に関してユーロシステムの信用オペレーションを通じて要求される適格担保としての最低格付けに関する適用要綱を一時停止することを決定した。この一時停止については、追加的な通知があるまで維持される。)

The Greek government has approved an economic and financial adjustment programme, which has been negotiated with the European Commission, in liaison with the ECB, and the International Monetary Fund. The Governing Council has assessed the programme and considers it to be appropriate. This positive assessment and the strong commitment of the Greek government to fully implement the programme are the basis, also from a risk management perspective, for the suspension announced herewith. (ギリシャ政府はIMFやECBも関与した欧州委員会との交渉によって提出された経済金融調整プログラムを承認した。政策委員会はプログラムを精査し、それを適切だと考えている。ギリシャ政府がプログラムを完全に実施するという強いコミットメントと、それに対する建設的な精査は、リスクマネジメントの見通しによって、ここで発表された格付け基準の一時停止のベースになる。)

The suspension applies to all outstanding and new marketable debt instruments issued or guaranteed by the Greek government. (格付け基準の一時停止は、ギリシャ政府によって発行または保証された既存および新規の市場性債務すべてのものに適用される。)
