(1月27日)ニュージーランド金利据え置き

ニュージーランド準備銀行が政策金利の据え置きを発表した。ニュージーランド経済は回復が続いているが、昨年9月の大地震によって、景気が一端もたつく形となっている。その一方で、住宅市況にも底入れ感が見え始めていると声明文で述べられている通り、景気回復が本格化すれば、年の後半くらいから利上げ局面に入るだろうと言う見方も強まってくると考えられる。

The Reserve Bank today left the Official Cash Rate (OCR) unchanged at 3.0 percent.(ニュージーランド準備銀行は本日政策金利であるオフィシャル・キャッシュ・レートを3.0％に据え置いた)

Reserve Bank Governor Alan Bollard said: “The outlook for the New Zealand economy remains consistent with the projections underlying the December Monetary Policy Statement.(以下、準備銀行のアラン・ボラード総裁発言；ニュージーランド経済の見通しは、いまだ12月の金融政策ステートメントにおける見通しに沿ったものである。)

“Domestic economic activity was weaker than forecast through the second half of 2010. September quarter GDP declined unexpectedly, and retail spending appears to have fallen in the December quarter. (国内の経済活動は、2010年の後半を通じて見通しより弱かった。9月の四半期GDPは予想しないマイナスとなり、12月の四半期は小売消費が弱くなりそうだ。)

“Forward indicators of activity have firmed somewhat. Trading partner activity continues to expand and New Zealand’s export commodity prices have increased further. Within New Zealand, business confidence, across a range of industries, has picked up and imports of capital equipment have grown. Furthermore, there are tentative signs that housing market activity has stabilised, after having trended lower for some months. (先行きの経済指標は幾分強くなりそうだ。交易相手国の経済活動は拡大が続き、ニュージーランドの輸出商品価格はさらに上昇している。ニュージーランド国内の企業信頼感は、産業全般的に上昇しており、資本設備の輸入は増加している。さらに、住宅市場の活動が、個々数ヶ月の下降トレンドの後、安定化しつつあるサインが見え始めている。)

“The recent increase in the rate of GST has caused headline CPI inflation to spike higher as expected, but underlying inflation remains comfortably inside the target band.(最近の売上税(GST)の引き上げは、ヘッドラインのCPIを予想以上に短期的に高める原因となるだろうが、インフレ基調は目標範囲の内側に適度に止まっている。)

“As noted previously, while interest rates are likely to increase modestly over the next two years, for now it seems prudent to keep the OCR low until the recovery becomes more robust and underlying inflationary pressures show more obvious signs of increasing.”(この様な状況により、金利は今後2年間の間に緩やかに上昇することが見込まれ、景気回復がより頑健で、物価上昇圧力がより明確になるまでは、現在の政策金利を低位に抑えることが必要と思われる。)
