(6月1日)カナダ銀行利上げ!!

カナダで利上げが行われた。カナダは2007年7月以来、2年1ヶ月ぶりの利上げとなり、G7諸国ではリーマンショック以降初めての利上げとなる。以下、声明文の主要部分を抜粋して拙訳してみたのだが、カナダは連続利上げを想定しているようだ。経済見通しにも自信を深めており、先進国の中でも豪州に続いて一歩抜きん出た存在になりつつある。

Bank of Canada increases overnight rate target to 1/2 per cent and re-establishes normal functioning of the overnight market

The Bank of Canada today announced that it is raising its target for the overnight rate by one-quarter of one percentage point to 1/2 per cent. The Bank Rate is correspondingly raised to 3/4 per cent and the deposit rate is kept at 1/4 per cent, thus re-establishing the normal operating band of 50 basis points for the overnight rate. (カナダ銀行は本日翌日物金利目標を4分の1％引き上げ、0.5％とすることを通知した。同時に銀行金利は0.75％へ引き上げられ、預金金利は0.25％で据え置きとなり、翌日物金利に関する通常の操作範囲は0.5％に再構築された。)

In Canada, the economic recovery is proceeding somewhat more rapidly than the Bank had projected in its January Monetary Policy Report (MPR). The profile for growth is more front-loaded than that presented in the January MPR. The Bank now projects that the economy will grow by 3.7 per cent in 2010 before slowing to 3.1 per cent in 2011 and 1.9 per cent in 2012. (カナダについて、経済の回復はカナダ銀行が1月の金融政策レポートで予想していたものよりも幾分追加的に早いものとなっている。1月の金融政策レポートで示されたよりも、景気拡大はより前倒しになっていると分析される。カナダ銀行は、現時点で経済成長を2010年が3.7％と、2011年に3.1％、2012年に1.9％と減速する前に成長すると予想する。)

Activity in Canada is unfolding largely as expected. The economy grew by a robust 6.1 per cent in the first quarter, led by housing and consumer spending. Employment growth has resumed. Going forward, household spending is expected to decelerate to a pace more consistent with income growth. The anticipated pickup in business investment will be important for a more balanced recovery.(カナダの経済活動は予想していた以上になっている。第1四半期は住宅や消費支出、雇用の増加などによって、力強く6.1％成長となった。先行きについては、家計支出は所得の伸びに沿うように、減速すると見込まれる。更なるバランスの取れた景気回復には、企業部門の設備投資の回復期待が重要となる。)

In this context, the Bank has decided to raise the target for the overnight rate to 1/2 per cent and to re-establish the normal functioning of the overnight market. (この様な背景によって、カナダ銀行は、翌日物金利の目標をを0.5％に引き上げ、翌日物市場の通常昨日を再構築することを決定した。)

This decision still leaves considerable monetary stimulus in place, consistent with achieving the 2 per cent inflation target in light of the significant excess supply in Canada, the strength of domestic spending, and the uneven global recovery. (この決定においても、国内消費の力強さや不均一な世界経済の回復の中で、カナダの(需給の)大幅に超過した供給に照らしたとしても、物価目標の2％を達成するために、非常に大きな金融緩和状態は残ったままである。)

Given the considerable uncertainty surrounding the outlook, any further reduction of monetary stimulus would have to be weighed carefully against domestic and global economic developments.(経済見通しに関して不確実性が大きく有る中で、国内及び世界経済の行方に注意を払いながら、金融緩和を追加的に減じていくことが重要である。)

ロシア中央銀行は３１日、主要政策金利であるリファイナンス金利を２５ベーシスポイント（ｂｐ）引き下げ、７．７５％とすると発表した。６月１日から実施される。中銀は同時に、政策金利は、借入金利が十分に低下しインフレが抑制される水準に到達した可能性があるとの見方を示した。
