英国財務省が財政責任法に関するプレスリリースを発表している。これに関連して、Pre-Budget Report 2009が発表され、同時に、債務管理局が国債発行についてレポートをリリースしている。

まず、財政責任法のについてみると、冒頭にその目的が2つ掲げられており

(1)over the medium term, to ensure sound public finances and that spending and taxation should impact fairly within and between generations; and (中期的な目標として、健全な政府ファイナンスや、歳入歳出の世代間への影響を公平なものとすることを確実にするため)

(2)over the short term, to support monetary policy and, in particular, to allow the automatic stabilisers to help smooth the path of the economy. （短期的には、金融政策を助け、特に(政府部門が)自動的安定化装置として、景気の経路をスムーズに行くようにするため）

と中短期の目的が述べられている。

そして、具体的な目標としてはFiscal Consolidation Plan(FCP)として、2009年度から2015年度の数値目標を以下に掲げており、

The FCP extends from 2009-10 to 2015-16, requiring that the Government:

（1）halves public sector net borrowing as a share of GDP over four years from its forecast peak in 2009-10. The Government is setting a target in secondary legislation enabled by the Bill, for borrowing to be 5.5% of GDP or less in 2013-14; (今後4年間で対GDP比でみた公的部門の純借入額を2009年度のピークから半減させる。政府は更なる第2弾の法律で目標を置き、2013年度の借入を対GDP比で5.5％以下とする。)

(2)reduces borrowing as a share of GDP in each and every year from 2009-10 to 2015-16; and (2009年度から2015年度まで、毎年対GDP比で見た借入を減らす。)

(3)ensures that public sector net debt is falling as a share of GDP in 2015-16. (公的部門の純借入額を2015年度には低下させる。)

との数値目標を掲げた。

EU委員会は欧州各国に協定として、政府のその年の赤字が対GDP比で3％と未満とすることを2013年度に達成するよう求めており、英国は債務の急激な増大から14年度と幅をもらっていたが、これも達成は難しく、2015年度以降の宿題となっているようだ。

対GDP比だけでなく、金額なども掲載されているが、疲れたので終わり。英国国債トレーダーなら、国債発行需給を見るために、英国債務管理局発表資料のAnnex AとかBとかを見たら良いかもしれない。
