At today’s meeting the Governing Council of the ECB decided that the interest rate on the main refinancing operations and the interest rates on the marginal lending facility and the deposit facility will remain unchanged at 1.00%, 1.75% and 0.25% respectively. (本日、ECBの政策委員会は主要リファイナンスオペ金利を1.00％、限界貸出金利を1.75％、預金金利を0.25％にそれぞれ据え置くことを決定した。(この文言は前回同様。))
ECBのトリシエ総裁。皺が深い。
その一方で、金融市場調節オペレーションについては特別措置の延長を決定した。金利政策と流動性供給政策とを使い分けていることを明確にしている。ギリシャ、アイルランド、ポルトガルの財政危機問題に関連した金融機関については、流動性問題で対応が可能という判断なのだろうが、金利上昇を容認すると言うことは国債発行国に利払増加圧力となる。そもそも、これら問題国が債務リストラが無い中で現行の厳しい財政改善を行っていたとしても、金利上昇でその改善効果が限定的となれば、それはそれで根本的な問題解決から離れたところに向かってしまう。中期的にみて、それが債務リストラの時期を前倒しする結果となるのであれば、それはそれで出たトコ結果オーライということになるかもしれないが、断定はできない。
ちょっと、下記訳は日本語を読んでいて意味不明になった。

The Governing Council of the European Central Bank (ECB) has today decided to continue conducting its main refinancing operations (MROs) as fixed rate tender procedures with full allotment for as long as necessary, and at least until the end of the sixth maintenance period of 2011 on 12 July 2011. This procedure will also remain in use for the Eurosystem’s special-term refinancing operations with a maturity of one maintenance period, which will continue to be conducted for as long as needed, and at least until the end of the second quarter of 2011. The fixed rate in these special-term refinancing operations will be the same as the MRO rate prevailing at the time.(ECB理事会は本日、固定金利入札で必要だけ全額落札される主要リファイナンスオペ(MRO)を6回の積み期間である2011年7月12日まで続けることを決定した。この手続きは同じく、ユーロシステムの特別期間のリファイナンスオペについて、1つの積み期間において、少なくとも2011年の第2四半期まで、必要な期間だけ実施され続けることに変わりはない。固定金利による特別期間のリファイナンスオペは、主要リファイナンスオペ金利と同じ。)
Furthermore, the Governing Council has decided to conduct the three-month longer-term refinancing operations (LTROs) to be allotted on 27 April, 25 May and 29 June 2011 as fixed rate tender procedures with full allotment. The rates in these three-month operations will be fixed at the average rate of the MROs over the life of the respective LTRO.(さらに、理事会は3ヶ月の長期リファイナンスオペ(LTRO)について4月27日、5月25日、6月29日に固定金利全額落札方式で実施する。それらの3ヶ月ものオペの金利は、LTROの実行期間におけるMROの平均金利で固定される。)

ロイヤル・バンク・オブ・スコットランド・グループとＡＢＮアムロの最近の分析によると、トリシェ総裁は今までに「強い警戒」という言葉を利上げのシグナルを送るために使っている。2005年10月に総裁がこの表現を使った２カ月後にＥＣＢは利上げを開始した。その後、06年と07年の利上げ前の大半の月で使われた。最後に使われたのは07年８月で、その後に信用危機が発生しＥＣＢは利上げを控えざるを得なかった。
