(4月8日)ECBギリシャはデフォルトしない宣言

4月8日にECBが金融政策を発表した。政策金利の据え置きは予想通り。

At today’s meeting the Governing Council of the ECB decided that the interest rate on the main refinancing operations and the interest rates on the marginal lending facility and the deposit facility will remain unchanged at 1.00%, 1.75% and 0.25% respectively.(本日ECBの政策委員会で、主要リファイナンス・オペの金利と限界貸出金利、預金ファシリティー金利をそれぞれ１.00％、1.75％、0.25％で据え置くことを決定した。)

一方、トリシェ総裁のギリシャに関するコメントも発せられている。どちらかと言えば、こっちの方が市場の関心が高い。

「わたしが入手しているすべて情報を考慮すると、ギリシャは債務不履行（デフォルト）には陥らない。」「融資が実行されるかどうかは、わたしが理解する限りギリシャ政府次第だ。」「国際通貨基金（ＩＭＦ）のみによる（ギリシャ救済の仕組みには）われわれは全く満足しなかっただろう。」「民間証券と担保のリスク管理を改善する規定の適用方法について、７月に説明する方針だ。」

3月25日のユーロ圏の合意によって、ギリシャに対する救済策が決定されたが、同時にトリシェ総裁が発表したECBの適格担保基準の緩和を2011年まで延長することを再度強調している。その前の3月22日には、ブリュッセルの欧州議会で担保基準の正常化の流れを見直し、実施延期を延期するかもしれないと言うことを示唆していた。

Let me also take advantage of my presence in front of the European Parliament to lay out what I already mentioned in the hearing before the Economic and Monetary Committee on Monday. It is the intention of the ECB’s Governing Council to keep the minimum credit threshold in the collateral framework at investment grade level (BBB-) beyond the end of 2010. In parallel, we would introduce, as of January 2011, a graded haircut schedule, which will continue to adequately protect the Eurosystem. I will provide the technical details when reporting on the Governing Council decisions of our next meeting on 8 April. (月曜日の経済金融委員会の前のヒアリングで既に言及していることについて、欧州議会の前に説明させていただきたい。欧州中銀の政策委員会は、2010年を超えて適格担保枠組について、投資適格水準のトリプルBマイナスを最低ランクとして維持することを意図している。同時に、我々は2011年1月にヘアカットのスケジュールについて、ユーロシステムを適切に保護するためにこれを継続する。次回4月8日の政策委員会で、技術的な詳細について報告する。)

政策金利以上に、この適格担保の条件緩和継続はギリシャが金融危機の引き金を引いてしまうかどうかに致命的な問題であった。この決定は、ギリシャ問題の当面の手当について非常に大きい要素であったと言える。ただし、ギリシャ問題が中期的に解決しているとは良いがたい。
