(5月5日)ECB政策金利据え置き

ECBが政策金利を発表した。政策金利は1.25％で据え置き。前回4月に利上げを実施していたこともあり、今回は様子見になるとの意見が多く、実際そのとおりとなった。また、ポルトガルの債務問題についても、ECBが支援を進めていくことを表明している。

At today’s meeting, which was held in Helsinki, the Governing Council of the ECB decided that the interest rate on the main refinancing operations and the interest rates on the marginal lending facility and the deposit facility will remain unchanged at 1.25%, 2.00% and 0.50% respectively. (本日、ヘルシンキで開催されたECBの政策委員会は主要リファイナンスオペ金利を1.25％、限界貸出金利を2.00％、預金金利を0.50％にそれぞれ据え置くことを決定した。)

As indicated by the President in the Introductory Statement following today’s meeting, the Governing Council of the European Central Bank (ECB) welcomes the economic and financial adjustment programme which was agreed by the Portuguese government following the successful conclusion of the negotiations with the European Commission, in liaison with the ECB, and the International Monetary Fund.(本日の会合のに続き総裁の声明にも示されたが、欧州中央銀行理事会はECBとIMFと協力してEC(欧州委員会)がポルトガル政府と交渉して最終的に良い結論が導かれ、合意された経済金融調整プログラムを歓迎する。)

The programme contains the necessary elements to bring about a sustainable stabilisation of the Portuguese economy. It addresses in a decisive manner the economic and financial causes underlying current market concerns and will thereby contribute to restoring confidence and safeguarding financial stability in the euro area. The Governing Council welcomes the commitment of the Portuguese public authorities to take all the necessary measures to achieve the objectives of the programme. ＜きょうの金利決定は全会一致＞

　決定は全会一致だった。４月７日に主要政策金利を２５ベーシスポイント（ｂｐ）引き上げた後、（きょうの）理事会では金利据え置きを決定した。前回の理事会以降に入手した情報から、非常に緩和的な金融スタンスの調整が正当化されるというわれわれの判断が確認されるとともに、主に商品・エネルギー相場による全体的なインフレへの上向き圧力が引き続きみられる。　

　＜金利の正常化＞
　この文言を使ったことは一度もない。ＥＣＢに正常化政策があるとは決して思わない。ＥＣＢにあるのは、特定の時期に物価安定を実現する水準に金利を設定するという政策だ。

　＜インフレ＞

　エネルギー・商品価格を主因とした、全般的なインフレへの上方圧力が引き続き見られる。先を見ると、インフレ率は向こう数カ月は明らかに２％を上回って推移する公算が大きい。

＜周辺国のぜい弱さは金利設定の要因ではなかった＞

　（ユーロ圏周辺国のぜい弱性がＥＣＢの金利決定の要因だったかとの質問に対し）全くそうではない。われわれの責務はユーロ圏全体の物価安定だ。
