豪州準備銀行のスティーブンス総裁が議会証言で緩和的な金融政策の出口に言及している。

「Considerable uncertainty inevitably surrounds these numbers. Nonetheless, if things continue to look like they will turn out in that fashion, there will come a time when the exceptional monetary stimulus in place at present will no longer be needed. It will then be appropriate for the Board to do what it has done on past such occasions, namely to start adjusting interest rates back towards normal levels. The timing and pace of those adjustments, if and when they come, will be a matter of careful consideration, taking into account all the relevant factors, including what might be happening with market interest rates.」

全部訳すのも面倒だし、上記部分抜粋したところを訳すのも骨が折れるのだが、ざっくり言うと、現在行われている例外的な金融緩和が必要となくなる時期はいずれ来るだろうと述べたうえで、タイミングや状況を十分注意しながら、見極めつつ金利の修正を行うことを述べたということだ。ポイントなのは、「namely to start adjusting interest rates back towards normal levels（すなわち、平常な水準まで金利を調整することを開始する）」ことについて、過去のケースを見直すということであるが、この「平常な水準の金利」とは何％と言うことかである。

過去の議事要旨や議会証言、そのときの経済状況などをひっくり返して、豪州の潜在成長率と市場金利、政策金利についての豪州準備銀行の考え方を検証する必要があるだろうが、こんなブログでそこまで分析するのは面倒なので、まぁ今の政策金利3％よりは高くてざっくり5％くらいはあるんじゃないかと思うに留める。
